Project Conception

Originally planned as interim solution, the urban road B96 runs straight through Berlin’s greatest
urban public park, the "Tiergarten".

An effective solution had to be found in order to manage and direct the traffic through the area of
the new City Centre with governmental district and the newly designed "Potsdamer Platz".

The result is a tunnel with a length of 2,387 m leading from Heidestraße to Landwehrkanal with
entrance and exit ramps at Invalidenstraße and Kemperplatz.

Besides integrating the through traffic from north to south, also the supplier access ramps for the
office and service centres of Daimler-Chrysler and Sony-Centre as well as the access to the parking
deck at the main station (Lehrter Bahnhof) had to be taken into consideration.

The main part consists of one tunnel for each driving direction with two lanes and one emergency
lane. The tunnel segments joining in the north and in the south consist of one lane and emergency
lane per driving direction.

A road control installation was installed throughout the entire tunnel. In order to close the tunnel
system and to lead the whole traffic through the existing road network, the tunnel part has been
integrated into a network control system.

The tunnel control system in the tunnel itself reacts to different requirements from
- building control systems (e.g. fire alert)
- traffic monitoring (e.g. congestions) and
- traffic situation (e.g. construction sites).

The according traffic sign displays are automatically activated.

The core of the system is the so-called "Dirigent" which controls and monitors the processes.
By means of a complex matrix all possible requests are linked with all traffic sign displays that can
be realised. This ensures that in the tunnel for each request there is always a predefined, safe and
automatically activated reaction of the whole system. Additionally, when a situation requires the
judgement of the operator, he can intervene at any time and affect the reaction of the tunnel system
by means of the "Dirigent".

Goals are:
  • Reducing the traffic load
  • Optimising the traffic flow
  • Reducing the transit traffic passing through the parliamentary and governmental district
  • Restoring the natural and recreational character of the Tiergarten
